The government announced that on January 28, it held the launch ceremony for the public-private joint K-GX Task Force (the “Task Force”) to establish the Korea’s Green Transformation (K-GX) strategy, together with relevant ministries and major industry associations and organizations, at the Korea Chamber of Commerce and Industry (KCCI, located in Jung-gu, Seoul).

The Task Force was formed to lead policy discussions in the process of establishing the K-GX strategy to leverage efforts to implement the “2035 Nationally Determined Contribution (NDC)” as a growth opportunity for the economy, and to promote close cooperation between the public and private sectors.

At the launch ceremony held that day, participants shared the direction for establishing the K-GX strategy and the operating plan of the Task Force, and focused discussions on effective ways to translate proposals from private-sector consultative bodies into concrete policy initiatives.

At the launch ceremony that day, the government presented the directions for green transformation across key sectors to ensure the implementation of the 2035 NDC, including expanding the deployment of renewable energy, demonstrating hydrogen-based steelmaking, dramatically scaling up the adoption of hydrogen and electric vehicles, electrifying thermal energy, converting livestock manure into energy, and revitalizing the forestry industry. In addition, it announced plans to put in place a package of support measures, such as technology development, the establishment of certification and standards, financial and tax incentives, and regulatory easing, as well as measures to ensure a just transition to support implementation.

Presenting the proposals of the private-sector consultative bodies, the KCCI emphasized that, with 72% of its member companies recognizing the need for a Korean-style GX policy, the K-GX strategy is a critical national task that will simultaneously build industrial competitiveness and the foundation for future growth, and called for the creation of an environment in which industry can view carbon neutrality as an opportunity and continue to invest. 

In his opening remarks, Deputy Prime Minister and Minister of Economy and Finance Koo Yun Cheol stated, “For our manufacturing-centered economy, proactive green transformation is a core agenda tied to the nation’s fate.” He added, “We will provide full support with strong resolve so that the K-GX strategy becomes a driving force for future national competitiveness and a major economic leap forward.” He also emphasized, “We will lay the groundwork for all citizens to actively participate in GX, and support GX so that, together with regional industries, it becomes a key driver of regional growth.”

In his opening remarks, Minister of Climate, Energy and Environment Kim Sungwhan stated, “The purpose of the K-GX strategy is to drive domestic investment by our companies alongside green transformation for carbon reduction, and to maximize economic growth potential based on our technological capabilities.” He emphasized, “We will fully support a major, decarbonization-oriented transformation of the economy by mobilizing all available policy instruments, including technology development, fiscal measures, finance, and taxation.”

The government plans to actively incorporate industry proposals through the operation of the Task Force and announce the K-GX strategy in the first half of this year, and intends to establish a dedicated unit within the Ministry of Climate, Energy and Environment to support the formulation and implementation of the strategy.
