The Ministry of Climate, Energy and Environment (MCEE, Minister Kim Sungwhan) announced that it will launch the integrated “Korea Climate Action” website (cpoint.or.kr) within the Carbon Neutrality Point website on September 10 as part of the “10 Million Climate Citizens Project.”

Since the official launch of “Korea Climate Action” in June this year, the MCEE has developed the “10 Million Climate Citizens Project” as a concrete means of implementation and established a Climate Citizen Declaration (a declaration by global citizens who take climate action) and 10 Climate Action Commitments. 

The 10 Climate Action Commitments are: 1) We reduce carbon emissions to protect our one and only Earth; 2) We generate electricity from sunlight and wind; 3) We walk or ride a bicycle for short-distance travel; 4) We use public transportation and switch to electric vehicles; 5) We electrify building heating and hot water systems; 6) We reduce plastic use and promote resource circulation; 7) We plant trees and live in harmony with nature; 8) We protect water and air, the sources of life; 9) We prepare only what we need and reduce food waste; and 10) We build sustainable local communities with our neighbors.

The new integrated website is expected to serve as a key implementation platform, ensuring that the Climate Citizen Declaration goes beyond being a mere slogan and instead creates a virtuous cycle linking climate action with rewards through Carbon Neutrality Points. 

The MCEE will run an intensive participation campaign through the end of this year to encourage active participation in the online Climate Citizen Declaration on the integrated website. 

Those who make the Climate Citizen Declaration during the campaign period will receive 1,000 Carbon Neutrality Points (worth KRW 1,000). Those who then carry out and verify one climate action will receive an additional 1,000 points. In addition, monthly campaigns will be held featuring a designated key climate action, allowing Climate Citizens to experience a variety of practical activities.

This initiative comes against the backdrop of the increasingly severe climate crisis. In Nepal, a major carbon sink, melting Himalayan glaciers recently triggered devastating floods, resulting in more than 1,000 casualties and enormous losses. South Korea has also suffered from sudden and complex climate disasters, including a prolonged heatwave and drought throughout August and extreme rainfall in Geoje. There is growing recognition that addressing the climate crisis requires not only government policies but also greater public awareness and collective action.

□ Declare yourself a Climate Citizen and get your own “Climate Citizen Card”

The new integrated website, which will launch this time, has added a new Climate Citizen Declaration feature based on the existing Carbon Neutrality Point Green Lifestyle website and the Carbon Pay mobile application.

The public can declare themselves Climate Citizens on the integrated website, review the “10 Climate Action Commitments,” and then participate in the climate actions they pledge to carry out. 

Those who participate in the Climate Citizen Declaration will receive their own “Climate Citizen Card” online, which can be viewed on the website or mobile application. They can also check their climate action achievements, including greenhouse gas reductions, linked to their record of climate actions. 

The MCEE also plans to develop various reward systems linked to accumulated data in the future.

To support ongoing Climate Citizen activities and rewards, users must first register as Carbon Neutrality Point members before making the Climate Citizen Declaration. Existing Carbon Neutrality Point members will receive the 1,000 points only if they separately complete the Climate Citizen Declaration. 

Existing Carbon Neutrality Point members will be able to make the Climate Citizen Declaration through push messages. Going forward, the Climate Citizen Card will also be issued in conjunction with the launch of new Green Cards.

□ Climate Citizens Taking Climate Action... “10 Million Climate Citizens Project” Underway

Meanwhile, the MCEE plans to officially launch the “10 Million Climate Citizens Project” with the opening of the integrated Climate Citizen website.

First, the MCEE plans to support a variety of declaration activities so that “becoming a Climate Citizen” can become a natural part of everyday culture. A reward system linked to online declaration activities will be established, along with guides to make participating in the declarations more engaging and enjoyable. It will also work with partners to incorporate Climate Citizen Declarations into a range of events, campaigns, and public-private collaborative initiatives. 

The MCEE plans to support both the central and local governments in taking the lead in becoming Climate Citizens, ensuring that Climate Citizen Declarations are accompanied by concrete climate action across the public sector. To this end, organizations and groups participating in Korea Climate Action will first be encouraged to voluntarily hold declaration ceremonies, with the initiative to be expanded to national institutions, including the National Assembly, the executive branch, and the judiciary, as well as local governments.

A range of practical activities and reward systems will be introduced to ensure that the Climate Citizen Declaration leads to concrete climate action rather than remaining merely a slogan. The existing Carbon Neutrality Points awarded for green lifestyle practices will be used to provide points for climate actions linked to the “10 Climate Action Commitments,” with points awarded for the first activity completed after making the declaration. 

In particular, a key climate action will be selected each month, with cycling designated as the featured action for October. Participants who ride shared bicycles receive 100 Carbon Neutrality Points per kilometer. Currently, only Changwon City participates in the program, while participants in other regions will receive separate points through events and other initiatives. 

Going forward, the MCEE plans to expand climate action activities by selecting key actions such as installing residential balcony solar panels and renting electric vehicles, while also linking these efforts to improvements in the Carbon Neutrality Point system. 

In addition, a nationwide lights-out campaign will be held as a regular climate action. Starting with Energy Day on August 22, lights will be turned off for 10 minutes from 9 p.m. on the 22nd of each month. Going beyond simply saving energy, the campaign will offer monthly 10-minute audio content featuring environmental stories and constellations, allowing participants to experience it as a time to “turn off the lights, turn on the conversation, and reclaim the stars.” 

In addition, each institution will encourage voluntary participation by Climate Citizens through its online platforms and social media channels.

Minister Kim Sungwhan said, “Addressing the climate crisis cannot be achieved through the efforts of the government or any particular sector alone. The everyday actions of each and every citizen must come together to drive change across society as a whole.” He added, “We will operate the Korea Climate Action integrated website as a ‘public forum for climate action,’ where everyone can participate easily, see the impact of their own small actions, and take action together with others.”
