The launch of the Integration Preparatory Committee is a follow-up measure to the plan to integrate the state-owned power generation companies. Before the enactment of the relevant special legislation, the committee will discuss key issues including the organizational structure, personnel allocation, operating systems, integration procedures, and overseas business of the integrated company. The committee will comprise government officials, vice presidents of the five power generation companies, and private-sector experts in energy, power, finance, labor relations, law, and information technology (IT).

The first meeting will address three agenda items. First, the committee will discuss the “Operating Rules for the Integration Preparatory Committee,” which set out the committee’s procedures and methods of operation, as well as ways to gather workers’ views. It will then discuss the “Integration Implementation Roadmap,” which outlines the detailed schedule leading up to the launch of Korea Power Generation on October 1, 2027. The committee will also review a plan to “Commission PMI Consulting Services” to advise and support the organizational and institutional integration of the five power generation companies

On the same day, the MCEE will also meet with labor organizations representing workers at the state-owned power generation companies, including the Korea Federation of Power Industry Unions, the Federation of Korean Public Industry Trade Unions, and the Korea Power Plant Industry Union, to share the outcomes of the Integration Preparatory Committee meeting and discuss ways to establish and support a regular communication mechanism between labor and management.

Second Vice Minister Lee Hohyeon emphasized, “The integration of the state-owned power generation companies means restructuring the capabilities and business systems of the five power generation companies to align with the future energy and environmental landscape. What we are aiming for is not a larger power generation company, but a stronger energy company that leads carbon neutrality and energy security while ensuring stable and efficient power supply.” He added, “To achieve this goal, the Integration Preparatory Committee will thoroughly review the various issues arising throughout the integration process and ensure that we are fully prepared at every stage.”
